The Government of Minnesota is guarded and established by the Minnesota State Constitution. Minnesota became a 32nd state of the United States on May11, 1858 [1]. The government of Minnesota is divided into three distinct branches, namely the Executive branch, the Legislative branch and the Judicial branch.

The Minnesota Executive Branch is a well functioning body of the government of Minnesota and several state government departments work under the executive branch. The Governor of Minnesota leads the executive branch of the government as the chief executive head.

Under the Constitution of Minnesota-

  • The governor must be minimum 25 years of age and must be a resident of Minnesota for one year prior the election.
  • The governor of Minnesota also has the power to forbid the law enacted by the state legislature and can also cancel certain particular provisions in the bill.

The lieutenant governor serves as President of the State Senate, and next in line to serve as acting governor in the governor's absence from the state, disability of the governor, unfortunate event of governor's death, resignation or terminated due to impeachment.

Minnesota Attorney General

Minnesota Secretary of State

The Secretary of State is a constitutionally elected official in the executive branch of state government. The secretary has many duties and responsibilities to fulfill for the state, including -

Minnesota State Auditor

The State Auditor is a constitutionally elected officer in the executive branch. He/she manages and oversees over $20 billion funds spent yearly by Minnesota's local governments. The Office of the State Auditor performs audits of the financial statements submitted by the local governments and also checks and validates all data, documents, grievance and reports forwarded to the Office of the State Auditor.

Minnesota Legislative Branch


Minnesota State Legislature is the body of the state government of Arizona which is divided into two separate houses, namely Minnesota House of Representatives and Minnesota Senate.

The Minnesota House of Representatives is the lower house of the Minnesota legislature, consisting of 134 members elected for a term of two years. The 134 members are elected by dividing each sixty seven districts into two halves. The north wing of the Minnesota State Capitol in Saint Paul, Minnesota is reserved for floor sessions for the House of Representatives.

The Minnesota Senate is the upper house of the state legislature and consists of 67 state senators. A senator is elected for two-year terms and eligible to serve for 2 four-year terms each decade. The Senate has the power to approve or reject certain appointees of the state cabinet and boards.

Minnesota Judiciary Branch


The Judiciary branch applies and administers laws and regulations to ensure justice in the state through fair and disciplinary timely settlement of cases and disputes. The Minnesota Court System comprises of 3 levels, namely the Supreme Court, the Court of Appeals and the District/Trial Courts.

Supreme Court

The Supreme Court is the court of highest appeal and enforces rules of practice and procedure for the state’s legal system. The Supreme Court of Minnesota consists of seven Justices who serve for six year terms.

Court of Appeals

The Court of Appeal is the court of intermediate appeal, comprising of 19 judges who sit in three judge panels [3]. The Court of Appeals has final jurisdiction in almost all the majority of cases filed annually and only 5% are accepted by the Supreme Court for disciplinary reviews.

The Court of Appeals has jurisdiction over-

  • All appeals made by state trial courts and the District Courts
  • Review decisions of state agencies and local governmentsCourts
  • Hears challenges to certain governmental decisions

District/Trial Courts

The Minnesota District Courts are the state trial courts of general jurisdiction. The district courts are categorized into ten judicial districts, consisting of 289 district court judges [4]. District courts may also be divided into separate divisions, namely civil, criminal, family, probate, and juvenile courts.

  • First degree murder trials

Minnesota Taxation


The Minnesota department of Revenue manages and administers a standard tax laws in the state. Tax laws include entire laws and taxes on income, sales, property, luxury, bingo, and estate. The type of income tax system implemented in Minnesota is a progressive structure in which the tax rate depends on taxable base amount.

Property tax is paid to the state's county, school district, municipality, and special tax imposing districts by the real property owners in Minnesota. No sales tax is levied on clothing, food items for home and not for business purpose, prescription drugs.

  • State income tax rates are divided into 4 brackets, namely - 5.35%, 7.05%. 7.85 % and 9.85%
  • Sales tax rate - 6.875%
  • The final commercial industrial state general levy property tax rate for taxes payable 2015 - 50.840 %
  • The final seasonal residential recreational state general levy property tax rate for taxes payable 2015 - 21.703 %
  • Mortgage tax - 2.3%
